HARRISBURG – Sen. Camera Bartolotta (R-46) announced today the Jefferson Morgan Regional Council of Governments has received $45,000 through the state’s Municipal Assistance Program to update the multi-municipal comprehensive plan for Jefferson Township, Morgan Township, Jefferson Borough and Clarksville Borough.
The original 2005 plan established Greene County’s first multi-municipal planning partnership and helped lead to the adoption of the county’s first multi-municipal zoning ordinance. The partnership has provided a framework for coordinated growth, shared services, cost savings and the protection of the region’s rural character and natural resources.
“Strong communities don’t happen by accident — they take planning and real cooperation between neighboring municipalities,” Bartolotta said. “This funding gives these four communities a chance to take a fresh look at their shared needs and plan ahead. I’m glad to see this investment coming to Greene County, and I’m looking forward to seeing these municipalities keep working together.”
Since the original plan was adopted more than 20 years ago, the region has experienced significant changes, including shale gas development, shifts in the local economy, evolving infrastructure needs and changing housing trends. Updating the comprehensive plan will help the municipalities address these changes and establish a roadmap for responsible growth and continued regional cooperation.
The Department of Community and Economic Development’s Municipal Assistance Program provides grants to municipalities and counties to assist with community planning and shared services initiatives. Funding can support comprehensive plans, land use ordinances, regional public safety services, shared personnel agreements, boundary studies and other efforts designed to improve local government efficiency and strengthen communities.
